Hong Kong Pre-arrival Registration (PAR) for Indians

Hong Kong is one of the easiest destinations an Indian passport can reach — and one of the most common places to be denied boarding, because the requirement is unusual and travellers assume 'visa-free' means 'nothing to do'. It doesn't. Since 23 January 2017, Indian nationals must complete Pre-arrival Registration (PAR) online before they can visit or transit Hong Kong visa-free. There is no fee, the result appears on screen instantly, and the airline will check for it at the counter.

What PAR actually is

PAR is not a visa. It is a registration you complete on the Immigration Department's platform, which produces a Notification Slip linked to one specific passport. Carry that slip together with that passport and you may enter visa-free. Without it — or with a mismatch between the two — the airline must refuse to board you, and Hong Kong immigration must refuse entry.

The Immigration Department is explicit that the slip is not a guarantee of entry. It gets you to the counter; the officer still applies normal immigration requirements — a bona fide purpose of visit, funds for your stay, and an onward or return ticket.

The numbers that matter

A successful registration is valid for six months and permits multiple visits during that window. Each visit may last up to 14 days. You cannot re-register while a registration is still valid — a new one is only possible once the current one expires. If you need more than 14 days, or you are travelling for any purpose other than a visit (work, study, residence), PAR does not apply and you must apply to the Immigration Department for the appropriate visa directly. Chinese diplomatic and consular missions will not accept visit visa applications from Indian nationals.

The mistakes that get people denied boarding

Every rejection we've seen traces back to one of these:

• A detail that doesn't match the passport. Name, passport number, date of birth — everything must be exactly as printed. A shortened middle name is enough to invalidate the registration.
• A renewed passport. If you change your passport or your personal particulars after registering, the registration dies with the old document. Re-register on the new passport.
• The slip on the wrong paper. The Immigration Department requires it printed on a sheet of blank A4 white paper, and signed. For a registrant under 16, a parent or legal guardian signs it.
• No slip at all. A screenshot on a phone is not the requirement; the printed slip is. If it's lost or damaged, reprint it from the online service — but note that the reprint needs the exact answer to the Identification Question you set during registration, and that answer cannot be reset.

Who doesn't need PAR

Direct air transit without leaving the airport transit area needs no registration. Holders of an Indian diplomatic or official passport, holders of a valid HKSAR Travel Pass, travellers already holding a valid Hong Kong entry visa, and those successfully enrolled in the e-Channel service for frequent visitors may enter without it. Everyone else registers.

What a visitor may not do

Someone admitted as a visitor cannot take employment (paid or unpaid), establish or join a business, or enrol as a student. If your trip is a business trip in the working sense rather than meetings, get advice before you fly — the wrong entry category is a problem that surfaces at the counter, not afterwards.
